The current location of the Lower Embankment has been used since the very foundation of Irkutsk. At the place where the embankment and observation deck are now, there was a pier for mooring ships and boats, which led to the Spasskaya Tower of the Irkutsk Kremlin. Meadows and a road leading to the Znamensky Monastery were formed along the bank of the Angara River. Gradually (with the growth of the settlement), the vacant territories were built up in blocks. For the first time in the history of Irkutsk, the first Gostiny Dvor and a flatbed were built on the Lower Embankment, which led to the Moscow Highway on the other side of the Angara. There was also a customs office and other institutions. The Cathedral of the Epiphany, founded in 1693, and the lost triumphal arches "Moscow Gate" and "The Gazebo of Tsarevich Nicholas" became a special pride of the Lower Embankment and the visiting card of Irkutsk.
