Second Class.—Newspapers,magazines,and other periodicals issued at stated intervals, at least four times a year, i cent for each four ounces, payable by postage stamps. Third Class. — Embraces printed books, pamphlets, circulars, engravings, lithographs, proof-sheets and manuscript accompanying the same, and all matter of the same general char- acter, and not having the character of personal correspondence. The limit of weight is 4 pounds, except in the case of single books. The postage is I cent for each 2 ounces or fraction thereof. Fourth Class.—All mailable matter, not in- cluded in the preceding classes, so prepared as to be easily taken from the wrapper and exam- ined. Rate, I cent per ounce or fraction thereof, except seeds, roots, cuttings, bulbs, etc., which are one cent per two ounces. Limit of weight, 4 lbs. Full prepayment compulsory. Register all valuable letters and packages. Registry fee, 8 cents, which, with the postage, must be fully prepaid. Money-order Fees are:—On Orders not exceeding $,3 c.; $ to $5, 5c.; $5 to $10, 8 c. ; $10 to $20, 10 c. ; $20 to $30, 12 c. ; $30 to |[ $40, 15 c.; $40 to $50, i8c.; $50 to $60,20 c; $60 |\ to $75, 25 c. ; $75 to $100, 30 c. ^.
