Although these above-mentionedfactors were of some advantage, the realfoundation of the growth of cotton manu-facturing in the South should be attributedto a plentiful and manageable labor cotton loom operators were drawn fromthe mountain-section inhabitants. Many cotton manufacturers in the North,seeing the development of the South, haveestablished plants in the Southern States inorder to protect their business in the event. HON. Itis true that in general the southern manu-facturers have derived some measure ofbenefit from being close to the cotton fields,from water power, from comparatively easytaxation, and from long hours for labor. On the other hand the North has had ac-cess to more plentiful supplies of capitaland credit, greater convenience for the em-ployees, better trained workmen and highlyskilled executives, geographical centraliza-tion of the industry, more suitable climateand proximity to the finishing works anddistributing markets. The supply of cheaplabor which has been one of the main ad-vantages of the southern manufacturers isgrowing to be comparatively less a factor,because wages are slowly tending to rise in the South as the supply of native whitesis being diminished a
