INDUSTRIAL CO-OPERATION IN BRISTOL. 501 In drawing up this analysis, which can only beregarded as approximately accurate, some attempt hasbeen made to discriminate between propaganda andeducation. Obviously the classification is a rough instance, it might reasonably be claimed that chil-drens fetes are Co-operatively educational, and, on theother hand, that the Wheatsheaf, ostensibly anadvertising periodical, is propagandist. The mostsignificant feature is the cost of administering the depart-ment, which, considering that the labour is practicallyvoluntary, is rather large. In estimating the amount of serious educational workattempted, one must have regard not only to the numberof classes, but the quality of class work provided; for itmight happen that really good work might be done byvoluntary help, while really bad work might be done byinefficient paid teachers.
