All engineering, including design and construction, is by law placedin the Department of Engineering, and is exercised through a chiefengineer of the Board of Harbor Commissioners appointed by thedepartment. Mr. Jerome Newman occupied that position until June 30, 1916,when he resigned and was succeeded by Mr. Frank G. White.
