The bill provides among other things asfollows; For the purpose of transmission of corres-pondence among the people aad of pro-moting commerce between the severalStates, the limited post and telegraphservice is hereby established as a bureau orpart of thi Post-Ofhce Department of theUnited States, and postal telegrams shallbe received at post offices, transmitted bytelegraph, and delivered through themedium of the post office service iti themanner herein described.
