It is not that royalty has degenerated,but rather that they have remained about the have been royal heroes and altruists within recentyears, and these existed in the same proportion to thewhole even in the olden times. I was somewhat surprised that the recent royalty shouldnot give a better showing than the more ancient members;. Grades but this is because modern royalty, that is, from 1600 upto 1850, has such a large percentage of badly selectedBourbon blood in it. If we took royalty as it exists to-day, we should undoubtedly find a much higher one;but this is to be ascribed to the fact that most of theexisting members are derived from Saxe-Coburg andother excellent German families. Up to 1850, France,Spain, Portugal, and Italy were full of Bourbon blood,and we have seen that nineteenth century demands orthe awful example of predecessors had no effect on it. 294 Heredity in Royalty The conclusion seems to be, therefore, that, even in themoral side of character, inherited tendencies outweighthe effects of surroundings, for the reason that, applied toall the characters, heredity is able to explain almost everyone, — there being but a slight error from the expected, —while environment will only explain a relatively smalle
