One of the new outer borough taxis is seen on the streets of Chelsea in New York on Tuesday, September 10, 2013. The new breed of cabs can only pick up street hails in the outer boroughs and in Manhattan north of East 96th Street and West 110th Street. They can take passengers anywhere in the city and the Taxi and Limousine Commission will be issuing a total of 18,000 permits over three years. (© Richard B. Levine)
