The first thing that I have foundit necessary to do, therefore, after re-ceiving a request for a fire drill hasbeen to send an expert insurance sus-veyor to look over the whole buildingin which my client is located, andthen to make a study of the completesituation from his report. This studyincludes the design and constructionof the building, the layout of ma-chines, partitions, etc., on each floor, and the number of the occupants ofeach floor. ABNORMAL CONDITIONS As a result of a great many suchstudies of late, I have found that inalmost all instances these loft buildingsof the type above referred to arefilled with operatives, more than 100people to the floor, more than 1,000to the building. In some cases thenumber is as high as 300 and overto the floor. Now these buildings have only twostairways and a rear fire escape, and,as these means of egress have adefinite limited capacity, I find that,. DIAGNOSING AN INDUSTRIAL DISEASE 179. STANDARD NEW YORK LOFT BUILDING, 100 FEET SQUARE, ELEVEN STORIES HIGH. in an orderly drill with a continuousflow of people two abreast down allthree of them, it is not possible forthem to take down more than 90people (i. e., 30 people per flight ofstairs) from each floor without caus-ing collisions or jamming, and if thestairs are too narrow to permit twopeople to go down abreast they will accommodate only half that it is not desirable to utilize allof these stairways for egress pur-poses, for if all are so occupied noneof them can be used by the fire de-partment on its arrival at the buildingto reach the location of the fire. Andbesides, it is manifestly improper tocount upon using all three of these i8o CASSIERS MAGAZINE means of egress in case of fire, forundoubtedly one of them would becut off by the fire and so rendered in-accessible. Therefore, where therehas been an occupancy reported inexcess of the capacity of two of thesestairs, or 60 people
