In May, 1806, some of the principal French ports wei 3declared in a state of blockade; while in November, of the same issued his famous Berlin decree, declaring all the Britishislands under blockade. Neutral vessels were thus prohibited fromtrading with either country. At the same time England continued to search American ves-sels, and impress their seamen into her own service, A mostaggravated instance of this occurred in June, 1807. On the 6th ofMarch previous, the British consul at Norfolk had demanded ofCaptain Decatur three of the Chesapeakes crew, deserters, as healleged, fronj the British ship Melampus.
