There was provided for thema detailed inquiry blank to be used by the investi-gators personally and to be mailed to Hebrew em-ployers. It was so formulated that it could beunderstood by each individual, although quite un-familiar with welfare work. Another new scheme of welfare work is the onestarted by Mr. Robert Garrett in Baltimore, to pro-vide especially for the employees of the tenants inhis new building. He had our advice when erectingthe building, and secured a welfare worker to takecharge of the ALTON B. PARKER,Chairman Department on Reform in Legal Procedure. In two instances we have been called upon toformulate a comprehensive plan for a welfare or-ganization; one in a large factory in New England,having thousands of employees, and another forthis hotel, the Astor. The welfare worker in chargea year here has been encouraged by the proprie-tors to the utmost. They have gone even so far asto dismiss, when it was found that a certain set ofthe employees would not help to care for their co-workers properly, the entire crew responsible forproviding food for them. There has been broughtabout co-operation between the public school sys-tem and the Welfare Department, through the es-tablishment of maids training classes with schoolteachers furnished by the City of New York at itsexpense, the hotel itself furnishing the school room,books and equipment in general.
