Retiring Chief of Police Joseph C. Metzger, receives an American Flag that flew over the Capital, presented to him by Lt. Col. Robin R. Pinckney during his retirement ceremony Oct. 27 at the Lee Club. Metzger also received the Meritorious Civilian Service Medal and Order of Marechausee.
