Special attention is directed to the insert sheets at the end of thepamphlet. These sheets are designed to carry the specific instruc-tions from the district center to the river or rainfall observer as towhen to use- the telegraph, etc. It is expected that each district cen-ter will complete a set of insert sheets for every river or rainfallobserver in his district and attach the sheets to the gummed stubs atthe end of the pamphlet. A duplicate set should be retained at thedistrict centeinstructionstosp03unit
