This argument had already been raised in the Chamber ofDeputies by others of the opponents of the enterprise, who assertedthat the Exposition of 1867 had cost France Luxembourg, and that of1878, the New Hebrides, on which the naval lieutenant Hortus hadplanted the tricolor.
