Regulating Under date of September iSth, Mr. John Murphy, general super-intendent of the Pittsburg Railways Co., issued general order which reads as follows:To All Motormen and Conductors: On and after September 21st you will not allow any person tolx)ard your car for the purpose of selling newspapers within thelimits of the cities of Pittsburg or Allegheny, unless he wear acap as shown in photograph attached. The cap is made of black. RIOGULATION l>OR NKWSBOYS. Icallier, with gold letters sewn in the band, and is, after above date,the only badge of authority recognized by this company for thenewspaper privilege on its cars in the limits mentioned. This cap cntilles the wearer to board cars only for the purposeof selling newspapers, and to remain on car only long enough tosupply the waiUs of passengers; it does not allow wearer to ridefree from point to point at any time, except as stated. The accompanying illustration shows a view of the cap referredto in the article. This action on the part of the Pitlslnng Railways Co. will, webelieve, prove to be most effective in protecting the company againstdamage claims arising from accidents to boys on the cars.
