STRUCTURES. In accordance with the established policy of the Board to replace old and obsolete piers with modern structuresand to construct such new facilities as are required by the commerce of the port, the construction program was defi-nitely expanded during the biennium. This was facilitated in the case of several of the structures by grants from thePublic Works Administration amounting to 45 per cent of the cost.
