After a prisoner has once had the advantages of this divisionand, if he then return to crime, he must not be allowed to enterhere the second time. A second division should be arranged for the incarceration ofthe milder cases of second offence and older criminals; here thesystem should be different, discipline stern and exacting. A chanceshould here be offered to reform, but the privileges should be fewand labor constant without task or reward. For cases that have failed here a third division should be ar-ranged. In this I would imprison all cases for third convictions,,long-term burglars, cases of manslaughter, arson, robber
