British political cartoon from 1904 showing Balfour who apparently approved of free trade AND its opposite, (protectionism)- Depicted riding backwards on a horse - Arthur James Balfour, 1st Earl of Balfour (1848–1930), was a British Conservative politician, Prime Minister of the United Kingdom (1902-1905), and is known for the Balfour Declaration, announcing support for the establishment of a "national home for the Jewish people" in Palestine. He opposed home rule for Ireland and also served as Foreign Secretary, Chief Secretary for Ireland, Lord Privy Seal, Secretary for Scotland etc.
