NYC Council Speaker Melissa Mark-Viverto speaks during the re-opening of La Marqueta in the East harlem neighborhood of New York on Thursday, August 7, 2014. The plaza area, La Placita, , which is somewhat of a "white elephant" now hosts a three-day a week Youthmarket selling local produce as well as cultural entertainment and free wi-fi. The plan is to draw more residents to the severely underused venue located underneath the MetroNorth railroad tracks. For the opening day local vendors normally found in Greenmarkets around the city were invited to set up shop. GrowNYC will operate the market. (© Richard B. Levine)
