To be sure, the United States is acountry guaranteeing the freedomand equality of all races and yet anyone asking for the establishment ofgovernment schools in which the lan-guage of the teacher shall be that ofthe majority of the foreign-born pop-ulation settled in any particular lo-cality, would be ridiculed. In Aus-tria now there are government. Franz Joseph—Austria-Hungary schools conducted in the German,Czech, Italian, Ruthenian, Polish,Roumanian, Croatian, Turkish, etc., languages, and these are not element-ary schools, but most of the national-ities represented have institutions oflearning corresponding to our Ameri-can colleges. The population of any town has theright to demand that court proceed-ings be carried on in their own lan-guage provided that the number ofpeople speaking this languageamounts to 25 per cent of the wholepopulation. Almost all the above-named languages are admitted toparliament as a vehicle of communi-cation. This is indeed an absolutenational equality. In Switzerland there are similarconditions, but there the situation istar more simple since only three lan-guages (German, French and Italian)come into consideration and more-over since these three nationalitiesare settled in locally separated dis-tricts.
