By patient and intelligent application of these two sets ofremedies—for the positive ones must prove all but uselesswithout the negative—there can be little doubt but that theprimary needs of the Indian people would be relieved assuccessfully as those of the Government, and the financialprosperity of the latter and the material prosperity of theformer advance hand in hand.
