'Cost of production' is only one factor in 'competitive con- ditions.' There are cases where Amer- ican manufacturers and producers are really entitled to higher protection than is afforded them under the law, but where it cannot be shown because production cost data operate against them. "Limited to the consideration of the cost of production, without regard to any other factors, the tariff commis- sion may find its hands so badly tied that the flexible tariff provisions of the law will be operative only to a minor ; T. N. S. OMAHA, NEB. The Market. Carnations have been scarce, with the exception of white, and demand $3 to $4 per hundred. Boses are none too plentiful, but, so long as mums are abundant, the trade is not trying to push roses. Violets are plentiful at 75 cents per hundred. Sweet peas are a little scarce. Stevia is coming in and is inclined to be a little weak. Cycla- men plants are plentiful. Mums are commencing to slow down; about all that are left are Eaton, Chadwick and Golden Wedding.
