Report of the Committee on Readjustment The first subject on the program was the presenta-tion of the report of the committee on was presented by Mr. Gadsden, chairman. Mr. Gadsden stated that the position taken by theassociation in the resolution which created the com-mittee was absolutely justified. Statistics prepared bythe association show that one-tenth of the total mileageof the United States is to-day in the hands of increases in revenues as have been secured fromhigher fares are inadequate, and in many cases theyhave been granted for such short terms as to be of littleif any avail in the settlement of the underlying problems. The committee believes that the questions submittedto it must properly be divided into two phases: (1). Those dealing with urban electric railways, and (2)those dealing with interurban electric railways. Whilethe conditions of both classes are, in the main, thesame, and while the causes of the condition are prac-tically identical, the remedy often differs. The committee now has under consideration planswhich, it believes, will assist in meeting the situationconfronting the industry. These will be reported fromtime to time in detail. In thecommittees opinion, there arecertain fundamentals whichmust control the readjustmentof the relations between thecompanies and the communitiesthey serve. Mr. Gadsden pre-sented the following summaryof these: 1.
