In the reverse order and on similarterms foreign publications are received at the different agen-cies for shipment to the Smithsonian Institution, whence theyare sent by mail, under frank, to the individual addresses inAmerica which they bear. The cost of this service is bornein part hy the Smithsonian funds, in part out of an annualappropriation by Congress—$24,000 for the last fiscal }^ear.
