Members of the Ku Klux Klan at a rally held in New York City on October 23, 1999. The KKK had their rally after going to court to obtain a permit from the city. A federal judge in Manhattan ruled on November 25, 2002 that a state law banning the wearing of masks at public gatherings is unconstitutional. The KKK had to demonstrate without their traditional face covering costumes at this protest and the judge ruled that the city had selectively enforced the law. (© Richard B. Levine)
