The feeling of sturdy self-reliance which was a part of theAmerican character, made the people afraid of giving toomuch power to their rulers. This hinderetl the States fromconferring enough authority on the central government toenable it to carry put laws for the common good. And so Congress could run in debt or issue paper currency,but, as it had no way to raise money, it could not even pay itsown expenses. It had the right to raise an army by calling 170.
