HILE the spring of 1778 saw somethings in which there was a little im-provement there were others on everyhand that occasioned the deepestconcern. The unrest among the In-dian tribes was not the least of the 22nd of April Clinton wrote to Washingtonthat the problem must be solved and he had not themeans nor the troops for the solution. The necessi-ty for defending the Hudson against any such expedi-tion as that of Vaughan the preceding October mustbe kept in mind first of all. On the other hand Albanywas becoming the great depot for army stores andthese must be protected against raids from Canada andfrom Indian attack and, besides this, it was becomingimportant that the Indians must be subdued. It was 65 Olde Ulster a necessity that their power, particularly that of theIroquois, be crushed. Most of the troops stationed atAlbany had been sent to reinforce the defense of theHighlands, leaving Albany not as secure as it shouldbe.
