The following measures are therefore necessaryfor the protection of the industry: 11 To insure a planter the sale of his crop at a price inproportion to the cost of production, it is absolutely indis-pensable that the present regulations prohibiting the im-portation and reimportation in this Island of all foreignmanufactured or unmanufactured tobacco should continuein force; excepting only snuff and chewing tobacco, thathave always been imported here and in no way hurt ourtrade or agriculture. Of the many laws and decrees whichthe Madrid Government has issued to favour this colony,none has been wiser than this
