Officers of the National Agriculture Cargo Targeting Unit targeted the shipment due to a recent intercept of Imperata cylindrica, a Federal Noxious Weed (FNW), at the port of St. Louis, MO in February 2017. The Chinese shipper and manufacturer involved in the St. Louis intercept seldom utilizes the port of Baltimore and thus a referral was made to address the possible threat. The intercepted seeds were later identified by the USDA as two different species: Typha sp. (commonly known as cattail) and Phragmites sp. (commonly known as a “reed”).
