At present, owing tothe duty imposed in the United States, thetemptation to smuggle was great, and it wasbeing done largely from Canada, so thatthe United States revenue lost a lot ofmoney. It was his opinion that this pointof the imposition of a duty on tea would beone of the CONCESSIONS ASKED for by the United States Commissioners nowconferring with the Canadian and BritishCommissioners. It will be interesting tosee if this theory is correct when the find-ings of the Commission are made public. There is no money for the wholesaler ina lot of the cheap rubbish that is sold,said Mr. Hebert, and it is quite naturalthat they should be in favor of
