The Honorable William A. Navas Jr., the assistant Secretary of the Navy (Manpower and Reserve Affairs), gives a speech about education on board guided-missile destroyer USS Howard (DDG 83) to various educators from the city of Portland during the 100th Annual Portland Rose Festival Fleet Week Celebration. Four Navy ships participated in this year's festival that included USS Bunker Hill (CG 52), USS Vandergrift (FFG 48), USS Mobile Bay (CG 53), and the USS Howard (DDG 83).
