He took an important part in legislation,and was a frequent and forcible speaker on the floor of the House. In the Forty-first Congress, as chairman of the Committee onPost-offices and Post-roads, he reported and advocated a bill abolish-ing the franking privilege, and, as a member of the ReconstructionCommittee, he favored the read mission of Yirginia, Georgia, andother States on terras of great liberality to those who participated inthe Rebellion. 273. CHARLES A. ELDRIDGE. -^^^^IIARLES A. ELDRIDGE was born in Bi-idport, Vermont,y^^ February 27, 1821. When a child he removed with hist^^ parents to the State of New York, and settled in St. Law-rence County. Here he studied law and was admitted to the bar in18i6. In 1848 he removed to Fond du Lac, Wisconsin, where he]iractised successfully in the circuit and supreme courts of the State,doing a very large business for the place in which he lived. Ilis first ap])earanee in public office was in 1854, when he was amember of the State Senate of Wisconsin. In 1SG2 he was elected aRepresentative from AVisconsin to the Thirty-eighth Congress as aDemocrat, and served on the Committee on Revolutionary first speech in Congress was against the censure and expulsionof Hon. Alexander Long of Ohio, for words spoken in debate. Hewas re-elected to the Thirty-ninth Congress, in which he served on theCommittee on Naval A
