The first military commissions in more than 50 years took place in this Joint Task Force Guantanamo courtroom, shown in this Oct. 29, 2004, photograph, from August 24th through August 27th of 2004 at Guantanamo Bay, Cuba. Military commissions have historically been used to try violations of the law of war. Panels are comprised of three to seven military officers who vote on findings and if necessary, on sentences.
