These men are authorized to arrest every one violatingthe peace or public decency, and to keep the streets clean and all there are about 5,000 of them to protect the city, or about onefor every 230 of the population. One is usually placed at the inter-section of every two streets. The number and efficiency aftord se-curity and, on the whole, we think life and property are safer in themidnight streets of Buenos Aires than in many cities of the PALERMO PARK, BLENOS AIRES
