Although more than two months have since elapsed, only sevenappointments have been made by the Harbor Board from the switchmens list; inother words. \.\w insistence upon the literal observations of the law may defeat itsobject and alloM non-Civil Service men to hold their positions for months, althoughCivil Service eligibles are legally entitled to be appointed.
