In 1851, at the age of twenty-five, Mr. Hoar was elected a rep-resentative to the Legislature, and though the youngestmember of the body, became at once a leader. Hewas elected State Senator in 1857, and as chairman ofthe Judiciary Committee drew a masterly report defin-ing the boundaries of executive and legislative Hoar was first elected to Congress in 1868, havingdeclined at an earlier time to accept an election. Hebecame known at once as a formidable opponent in. GEORGE F, HOAR. debate, but acc|uired a reputation for fairness towardhis opponents which has ever since been a trait ofhis public career. His most distinguished service inCongress was as a member of the Electoral Commis-sion. Mr. Hoar was re-elected in 1870,1872,and 1874,but declined again to be a candidate. In 1876 hewas elected LTnited States senator, to succeed S. Boutwell, and has since been twice third election was by the unanimous vote of his party in the Legisla-ture without a cau- cus. In the Senate Mr. Hoar was formany years chairmanof the Committeeon Privileges a n dElecti o n s, and amember of the Com-mittees on Claimsand the is now chairmanof the last-namedcommittee.
