MEDICAL WASTE If the above cost figures are applicable to this state, the cost of on-site incineration is lower than is the cost of commercial off-site incineration. This could account for the increase in the number of on-site incinerators built over the past several years. ILLINOIS FACILITIES A review of lEPA data on permitted medical waste incineration facilities for the years 1983 through 1989 shows an increase in the number of incinerators located in Illinois. See Figure Incinerators are located at a wide variety of both public and private business and service entities. Table lists the Standard Classification Codes (SIC) describing facilities where incinerators are located. Number of Illinois Incinerators That Burn Medical Waste Table Incineration SIC's: Hazardous Waste Type 4, 7 and Hospital Poultry production 251 Physician's offices 8011 Vets/animal hospitals 742 Hospitals 8062 Animal specialty services 752 Blood banks 8091 Sewerage systems 4952 Universities 8221 Refuse systems 4953 Animal shelters 9199 Crematories 7261 Military 9711 Research laboratories 7391 Source: DENR review of lEPA data. lEPA data show that the largest number of incinerators that bum human medical waste are located at medical facilities. SIC numbers 8011- Physician's Office, 8062-Hospital, 8091-Blood Bank, and 8221-Universities (primarily university hospitals) are included in the medical category. In 1983, 64 percent of the incinerators were located at medical faciUties. In 1989, the number had increased only by 3 percent to 67 percent of the facilities. However, the number of medical incinerators increased from 46 units in 1983 to 102 units in 1989 (Figure ). While the ratio of medical facility incinerators to non medical facility incinerators has remained constant. 120 100 -
