SEBRING, Fla. -- A pallet of fiber-reinforced blue plastic sheeting sits at the entry of a warehouse in Sebring, Florida, ready for contractor pick-up on Oct. 1, 2017. The Army Corps of Engineers’ Operation Blue Roof uses the sheeting to cover Hurricane Irma-damaged roofs on eligible homes. As of Oct. 2, 2017, the Corps has installed more than 1300 “blue roofs” across 29 counties in Florida.
