Member of the Central Committee of the CPSU. 1938 - Deputy Chairman of the Executive Committee of the Moscow Regional Council of Working People's Deputies. 1939 - 1940 - First Deputy People's Commissar for Machine Tool Building. In 1941 and 1942 - 1949 the People's Commissar (Minister) of Machine Tool Building of the USSR. 1941-1942 - Deputy People's Commissar of the Tank Industry of the USSR.
