So that the petition of Nevada now is that from allpoints upon this through route reasonable rates shall be fi:xedwhich shall not exceed those now applicable on shipments fromsuch points to the more distant coast terminals. CONSTRUCTION OF NEVADA BATES To reach a clear understanding of the basis upon whichNevada rates in general are now fixed, it is necessary to bearprimarily in mind the fact before referred to, that the carriersof the country have united in establishing a zone 2,000 milesin width from which rates are practically uniform to what areknown as coast terminals. There are 152 of these coastterminals, 97 of which are in California. They are pointsmore or less arbitrarily established by the carriers, but whichare either upon inlets from the ocean or rivers running tosuch inlets, oj* are but slightly removed from such water
