In the spring of 1832, the Sacs, Foxes, and Winnebagoes inWisconsin Territory commenced a war under the direction of BlackHawk, which was speedily terminated by the vigorous action of thegovernment, and the chief was captured and taken to Washington. During the same eventful year, the State of South Carolina, inconvention, assumed a position of direct antagonism to the generalgovernment on the tariff question, and threatened a withdrawal fromthe Union. The President boldly met the issue ; and his proclama-tion announcing his determination to enforce obedience to the lawsreceived the cordial approval and support of Mr. Webster and theother great leaders of the opposition.
