Tofalo, the outgoing commander of Submarine Forces, with his flag during the Submarine Force change of command ceremony aboard the Virginia-class attack submarine USS Washington (SSN 787) in Norfolk, Va. Vice Adm. Charles A. Richard relieved Tofalo as commander of Submarine Forces.
