Howell relieved Cmdr. Thea I. Lopez as commanding officer, Naval Reserve Center (NRC) West Palm Beach, Fla., during the event. NRC West Palm beach is responsible for the mobilization readiness of 250 Selected Reservists and five units supporting Joint Forces around the world.
