The report states that the committee on labor attempted to obtain all-impor- tant facts relating to the coal indus- try with special regard to the cost of production and the labor cost of pro- duction, together with working and liv- ing conditions of the employee, the re- tail and wholesale price of coal, its transportation, the profit made by the producer and various middlemen, and other matters which had a direct bear- ing upon the wages of employees in coal mines and the occasion for industrial disputes, including the strike in the mining fields now in existence. The committee sought information from the Geological Survey, the Bureau of Mines, the Department of Labor Sta- tistics, the Bureau of the Census, the Federal Trade Commission, the Inter- state Commerce Commission, and the statisticians of the United Mine Work- ers of America and the National Coal Operators' Association. It early devel- oped that little authentic, definite in- formation could be obtained from any source. The proposed commission would con- sist of ten members, as follows: The di- rectors of the Geological Survey, Bureau of Mines and Bureau of the Census, the commissioner of labor statistics, two members representing the public, two members representing the miners, and two members representing the opera- tors. The bill sets out as the purpose of the agency the right of Congress to obtain information as a basis for legis- lation to (a) settle industrial disputes in and to prevent the overdevelopment of the coal industry; (b) to stabilize such industry and levy taxes in respect thereto; (c) to regulate commerce in coal among the several states
