He was active at the begin-ning of the Mexican War in preparing volunteer forces torthe field, and in less than six weeks despatched to the seatof war twelve thousand men, fully armed and was General Zachary Taylors second in commandat Buena Vista, selecting the ground for the action,making the preliminary dispositions and commanding onthe field until the arrival of his superior. Lor gallantand meritorious conduct in that battle he was brevetted. major-general February 23, 1847. For his services duringthe war with Mexico, Congress awarded him a vote ofthanks and a sword of honor, and a sword was also presented to General Wool by the State of New York. Hecommanded the Eastern Military Division in 1848-53, andthe Department of the Pacific in 1854-57, putting an endto Indian disturbances in Washington and Oregon Ter-ritories in 1856 by a three monthscampaign. He hadcharge of the Department of the l^ast in i860, and at theopening of the Civil War saved Fortress Monroe by timelyreinforcements, afterwards commanding there at the headof the Department of Virginia. He was promoted major-general, United States Army, May 16, 1862, and hadcharge successively of the Middle Military Departmentm^\ the Department of the East till July, 1S63.
