Hewas a member ofthe Democraticbranch of theconvention thatframed in 1857 thestate constitutionthat was adoptedby the people inNovember of thesame year. Thestate was admit-ted to the Unionon 11 May, 1858,and he was in-augurated as gov-ernor in the same month. He opposed the loanof state credit to railroad companies, and. when aconstitutional amendment was carried authorizingthe issue of bonds, he refused to send them out ex-cept on security of trust deeds from the companiesgiving a priority of lien upon all their this ruling was negatived by the decision ofthe supreme court, thus leaving the way open forthe issue of a
