To understand the situation of theRussians it must be realized that already thearmies of the Czar were beginning to feel thepinch of a shortage in ammunition and in mis-cellaneous material of war. The reason forthis lack of munitions, especially shells, wasnot due entirely to incompetence and corrup-tion, though undoubtedly glaring defects inthe Petrograd Bureaucracy played their part, 12.
