DOVER, Governor of Delaware John C. Carney Jr. reviewed the troops of the Delaware National Guard for the first time as governor following a ceremony in honor of former DNG Adjutant General (ret) Frank D. Vavala on April 1, 2017 at Delaware State University. Vavala was promoted to a Four Star General in the Delaware State Militia.
