Dr. Fredrick Kagan, Military Historian and fellow at American Enterprise Institute, is one of the main architects of the "Surge" policy in Iraq. He participated in Adelson Institute's December 2008 Conference: "“Twenty First Century Wars: Counterinsurgency and the Challenge of Global Terrorism.” More than two hundred members of the military, judiciary, media and political establishment attended the conference. Attendees included Lt. Col. John Nagl of the Center for a New American Security, co-author of the Army/USMC Counterinsurgency Field Manual, Middle East scholar Prof. Bernard Lewis, Renown Strategist Edward Luttwak.
