Allfamilies, persons, firms or corporations now engaged in suchmanufacture in such tenement or dwelling-house, or otherbuilding, shall apply for said permit on or before July i, 1902,and annually thereafter at the same date. The said permit shallbe posted in a conspicuous place in the room, or one of the roomsto which it relates Every person, firm or corporation contract-ing for the manufacture of any of the articles mentioned in thisSection,or giving out the incomplete material fronuvhich they orany of them, are to be made, or to bewholly or partially finished,or employing persons in auy tenement, or dwelling-house, orother building to make, wholly or partly finish, the articlesmentioned in this section, shall
